The U-Pass is a Universal Transit Pass which provides unlimited access to Winnipeg Transit services for Full-Time students in exchange for a mandatory fee of $200.00 per term.
Fall Term Bus Pass Subsidy
Given financial stresses experienced by students since the onset of the pandemic, UMGSA, HSGSA and the Faculty of Graduate Studies have partnered to provide a $78.00 subsidy to graduate students using public transit to pursue their studies.
To be eligible for the Fall 2020 Bus Pass Support Subsidy a student must:
- be a full or part-time Master’s or PhD student in the Faculty of Graduate Studies registered in the Fall 2020 term;
- be in good financial standing with the University (i.e.: have no holds on their Aurora Student account);
- provide proof of purchase of one of the following:
- the $278.00 Winnipeg Transit Semester E-Pass; or,
- a minimum of 3 monthly Winnipeg Transit E-Passes between September 2020 and December 2020; and,
- submit a complete application for the Fall 2020 Bus Pass Support Subsidy found by clicking here by Friday, November 6, 2020.
*Preference will be given to students who have been approved to attend on campus courses or to conduct in-person research on campus, but all students are eligible to apply for this opportunity.
The funding available for the Fall 2020 Bus Pass Support Subsidy will be spent until the funds are exhausted.

Covid-19, Fall 2020 Term U-Pass Update
Given the Covid-19 epidemic, there will be no U-Pass for the Fall Term. This is not the decision of the UMGSA, we understand that many graduate students still require the pass.
Since the U-Pass is a subsidized fee, it requires a certain number of students to be enrolled in order to maintain the price point. Unfortunately, the graduate student population is not high enough to support the pass on its own given that the undergraduate students have opted not to enroll in the program for the Fall Term.
Though the UMGSA Supports the reinstatement of the U-Pass, we are unsure at this time whether the U-Pass will be reinstated for the Winter 2021 Term.

A post-secondary pass is available at most Winnipeg transit kiosks (with student ID & peggo card) for a price of $278.00 for the Fall Term. The UMGSA is currently looking into how to assist students who may not be able to afford the extra cost.
Results of the 2020 UMGSA U-Pass Referendum
1369 students voted in the Referendum:
1011 votes were cast for YES
358 votes were cast for NO
The UMGSA Council ratified the results of the referendum at the April 29th 2020 UMGSA Council Meeting.
Why was there a Referendum?
The U-PASS (Universal Bus Pass) is a program offered by the City of Winnipeg in which all full-time students within the transit service area pay a subsidized bus pass fee and have unlimited access to transit in the months of September through April. It has been in existence since 2016 and the first contract expired at the end of the Winter 2020 Academic Term.
The new rate for 2020 that was voted on is $200 per term.
Owing to the fact that the increase is higher than the rate of inflation, there is the need for a referendum to approve these increased fees. It is the practice of the UMGSA to likewise not impose increased fees beyond the rate of inflation in the absence of a positive referendum outcome.
For comparison purposes, the 2020 Post-Secondary Bus Pass cost is $81.65 per month. Failure to approve these increases in fees would have led to the end of the U-PASS program for UMGSA students.
The Fall Term U-Pass is valid September 1 – December 31. The Winter Term U-Pass is valid January 1 – April 30.
You can use your U-Pass to ride Winnipeg Transit buses for the entirety of the Term in which you are eligible, without additional fares. Note: Your Student ID with the U-Pass sticker is required, along with the U-Pass when boarding a Transit bus to utilize the U-Pass. If the appropriate Student ID is not presented, students risk confiscation of their U-Pass. Students are not to sell, barter or give away their U-Pass, as the penalty could be confiscation of the U-Pass and possible fines.
Note: Post-Secondary Monthly Transit passes and other Winnipeg Transit fare products will continue to be sold at both Answers Fort Garry & Answers Bannatyne. If you are experiencing issues purchasing a Post-Secondary PEGGO card from Answers, please check with the Registrar’s office to confirm your eligibility, as students must be registered in order to receive the student rate.
There is currently no summer U-Pass, but you are eligible to buy monthly transit passes online at a discounted rate for the summer months. Load the passes on to your card at Answers in UMSU University Centre or via the Winnipeg Transit Website.
